City pushes ahead bill that would aid developer's plan for Oakland
"Pittsburgh City Council on Wednesday advanced, with changes, controversial zoning legislation crucial to a developer’s bid to reshape parts of Oakland despite pleas to delay action on the issue until the completion of a neighborhood master plan.

Council voted 8-0, with one abstention, to send the legislation — amended to address concerns about building heights and other issues — to the city planning commission for a hearing and recommendation.

Shadyside developer Walnut Capital is seeking to add a new subdistrict to five existing public realm districts in Oakland. The change would accommodate its proposal to add 1,000 apartment units and other amenities in the central and south parts of the neighborhood."
